As a Proposal and Strategic Technical Writer, you will be critical to the corporate Business Development function by working in coordination with the Growth Team and technical leads to provide end-to-end writing support for assigned proposal sections and develop strategic documents and white papers to ensure delivery of a well-written, compelling, and compliant response. You will work closely with Capture to understand and incorporate discriminators, features, and benefits throughout the proposal effectively and in a way that differentiates the company from competitors. You must have the personality and interest to reach out across the organization to learn more about the projects and bring that knowledge back to the Growth Team.

Responsibilities:
  • Work closely with a hybrid team of executives, management, technical subject matter experts, and senior leadership corporate staff to plan, develop, analyze, and complete responses to task orders, Requests for Information (RFIs), Requests for Proposals (RFPs), and Statements of Work (SOWs), and help to develop capture plans and support proposal development activities during the proposal and submittal process.
  • Write compelling documents based on health information technology, clinical informatics, data science, scientific research and CIO support capabilities.
  • Participate in and support the proposal process, including proposal content planning.
  • Be responsible for proofreading documents and delivering content that is grammatically and typographically correct.
  • Prioritize assigned responsibilities to meet deadlines.
  • Participate in win theme strategy development and refinement. Ensure incorporation of strategic themes as well as compliance with proposal requirements and RFP requirements.
  • Utilize proposal database and previous bids to research content for compliant proposal responses.
  • Work with Growth Team members to critically review RFPs and determine requirements to develop compliant, customized proposals.
  • Support growth initiatives and contribute to the strategic development of practice areas.
  • Conduct probative interviews with identified DIFZ subject matter experts (SMEs) to capture technical details for solutions based on requirements and platform.
  • Conduct technical edits to ensure compliance and “one voice.”
  • Be capable of multi-tasking and support multiple proposals simultaneously.

Requirements:
  • 5+ years of experience developing technical narratives in response to Federal solicitations, with experience in the public health domain.
  • Bachelor’s degree in business, science (biology or life sciences), information technology, computer science, or commensurate experience.
  • Excellent written and verbal communication and interpersonal skills.
  • Knowledge of Federal procurement and/or grant processes.
  • Ability to meet deadlines and good strategic planning abilities.
  • Turn SME interviews and source documents into great proposal content written from the customer’s perspective.
  • Ability to analyze compliance-driven/technical documentation to determine government requirements and understand complex customer issues within the federal health sector.
  • Ability to work closely with multi-functional teams to develop a customer-specific proposal strategy.
  • Strong organizational, time management, analytical, and problem-solving skills, and the ability to thrive in a fast-paced, outcomes-oriented matrix environment.

Additional preferences/requirements:
  • This is a telework position, with the ability to come into the Rockville, Maryland office for key events and activities.
