Position Summary:
The Program Manager provides strategic leadership and operational oversight for large-scale clinical research support contracts. This role ensures successful execution of program objectives, manages multidisciplinary teams, and serves as the primary interface with Government stakeholders. The Program Manager is responsible for delivering high-quality services on schedule and within scope while driving modernization initiatives and continuous process improvements in clinical informatics environments. 

Key Responsibilities:
  • Provide overall leadership and management of clinical research support contracts of similar size, scope, and complexity. 
  • Lead and supervise multidisciplinary teams of 20 or more staff members. 
  • Serve as the primary liaison to Government clients and stakeholders. 
  • Oversee planning, budgeting, scheduling, and performance monitoring to ensure contractual compliance. 
  • Manage risk, resolve issues, and respond effectively to unplanned events or shifting priorities. 
  • Guide modernization efforts related to clinical research systems and support services. 
  • Ensure deliverables meet regulatory, quality, and performance standards. 
  • Support product ownership responsibilities when applicable. 

Required Qualifications:
  • Master’s degree in science or related discipline. 
  • Active PMP certification (or academic equivalent). 
  • 8–12 years of experience, with at least 7 years specialized in Clinical Informatics and Government contract management. 
  • Experience overseeing clinical research support programs. 
  • Experience with clinical research electronic data capture systems (e.g., CTDB, CTSS). 
  • Strong leadership, negotiation, strategic thinking, and communication skills. 
  • Ability to assess situations quickly and execute to defined schedules. 

Preferred Qualifications:
  • Experience supporting NIH Division of Intramural Research. 
  • Prior experience serving as a Product Owner.
